                    USA FCC certification

                     In the past, the US Federal Communications Commission (FCC) used different Certification methods for electronic products according to the type of products. There are three Certification methods: Verification, Doc (Declaration of Conformity) and Certification. However, starting from November 2, 2017, the FCC merged the DOC and Verification into a SDOC (Supplier's Declaration of Conformity), and amended the relevant FCC provisions, with a transition period of one year.

                    As for the transition period, the transition period will be from November 2, 2017 to November 2, 2018. During this transition period, you can continue to use the FCC VOC and DOC certification program or use the new FCC SDOC certification program. After a transition period of one year, the FCC SDOC certification process will officially replace the FCC VOC and DOC certification. Overall, the FCC SDOC certification process is simpler and clearer than the original process. The FCC SDOC certification process allows for the use of electronic labels while reducing onerous import declaration requirements. The goal is to simplify the current onerous and complex FCC certification requirements and further reduce the burden on businesses.
                    The SDOC certification program needs to issue test reports. In order to make the reports more authoritative, we should try our best to test in FCC Recognized Accredited laboratories. Listone Testing is operating in strict accordance with the requirements of ISO 17025 system, and is an A2LA Accredited laboratory in the United States as well as a FCC Recognized Accredited laboratory. Accredited testing of SDOC is still using the previous testing standards, and the key amendments are as follows:
                    ·Part 15: Non-intentional radiation products
                    1. For products of FCC Part 15, if the stand-alone cable input selector switch is used, the following text should be placed in an obvious place of the product:
                    "This device complies with Part 15 of the FCC Rules for use with cable television services."
                    2. For products subject to FCC Part 15, if the product is too small to include an FCC 15.19 Statement and the product does not have an FCC 15.19 Statement on-screen, the content of the Statement required by FCC 15.19 must be included in the user's manual and must be placed on the packaging of the product or pasted to the product with a removable label.
                    3. For non-intentional radiation products applicable to FCC Part 15, the certification method is modified in the following table:
                    USA FCC certification(圖1)
                    Part 18: Intended radiation products
                    1. For products applicable to FCC Part 18, commercial industrial, scientific and medical products are subject to SDOC or CItification certification, while commercial ultrasonic products (less than 500 watts and operating frequency less than 90 kHz) and non-commercial industrial, scientific and medical products are subject to SDOC certification.
                    2. For intended radiation products under FCC Part 18, the use of electronic screens to display compliance statements is permitted.
                    3. For the SDOC of the product, there should be a responsible agency in the United States to ensure that the product complies with relevant laws and regulations, which can be the manufacturer or the importer.
                    Certification:
                    1. For Certification products, the FCC ID will be presented on an electronic screen; If the product is too small to be labeled with the FCC ID and there is no electronic screen to display the FCC ID, the FCC ID must be included in the manual and must be placed on the packaging of the product or affixed to the product with a removable label.
                    Certification is mandatory for FCC Accredited laboratories.
                    · For SDOC products, customers can voluntarily place the FCC Logo in a prominent place on the appearance of the products.
                    · If the product is to be tested and certified by means of SDOC, the following information should be provided at the time of launch or importation of the product. This information can be presented in the user's manual or in another file:
                    1. Name and model of the product.
                    2. Statement that the product is in compliance with FCC regulations
                    3. Information about the local responsible organization in the United States, including name, address, telephone number, or Internet contact information.
                    · If the user's manual is not provided in paper form, but may be provided on a hard disk or via the Internet, the above information shall be provided in the user's manual; In addition, information can also be presented by means of electronic screens.
                    · Transition period:
                    1. Products that have passed the FCC SDOC certification process will be able to choose whether to mark the FCC Logo or not;
                    2. SDOC requires to add a statement of conformity to the attached file of the equipment. The statement of conformity shall include: the name, address, contact website and other necessary information of the local supplier in the United States;
                    3. During the transition period, you can continue to use FCC VOC and DOC certification procedures;
                    4. The FCC VOC and DOC certification procedures done before the transition period are always valid. If the product has been modified, it needs to be re-certified.

                    Introduction to FCC certification
                    The FCC is the Federal Communications Commission of the United States. Directly accountable to Congress, coordinates domestic and international communications through control of radio broadcasting, television, telecommunications, satellite, and cable, and authorizes and regulates radio frequency transmission devices and equipment other than those used by the federal government.
                    According to part of the federal communications regulations (CFR 47), all electronic products entering the United States are required to be certified for electromagnetic compatibility (FCC). At present, the United States has become China's second largest trading partner for several years in a row, and the trade volume between China and the United States is on the rise year by year. Therefore, exports to the United States should not be underestimated. The US has the world's best technical standards and strict import laws and regulations. Understanding the US market access rules will help our products to further open the US market.
                    The Federal Communications Commission (FCC) ---- regulates the import and use of radio frequency devices, including computers, fax machines, electronic devices, radio receiving and transmission equipment, radio-controlled toys, telephones, personal computers, and other products that may harm personal safety. If the products are to be exported to the United States, they must be tested and approved by a government-authorized laboratory in accordance with FCC technical standards. Importers and customs agents are required to declare that each radio frequency device complies with FCC standards, known as FCC licenses.

                    The FCC - ID certification
                    1,
                    FCC-ID is one of the mandatory FCC certification modes in the United States, which is suitable for technologically difficult wireless products. Products with wireless transmission frequency such as: Bluetooth devices, WiFi devices, wireless alarm devices, radio receiving and transmission devices, phones, computers, etc., all need to apply for FCC-ID certification. Wireless product certification directly by the FCC TCB body approval, can be in the United States FCC official website inquiry certification.
                    2, the process
                    For merchants applying for FCC-ID certification for the first time, they need to register FCC-FRN with FCC and establish an application company file before they can apply for FCC-ID. All reports are reviewed by FCC-TCB and submitted to FCC Management Center for publication on the website. Then product information can be found on the official website of FCC by ID number.
